Governors
Welcome to the Governors Page
The Board of Governors are a group of volunteers that has been put together to represent the interests of the school’s different stakeholders i.e. parents, staff, the County Council, and the local community. After a lengthy period where there were a number of vacant governor positions it is pleasing to be able to say that these have now been filled and the Board is operating at what is considered its optimal strength with eleven governors and a very efficient secretary.
For those that might be wondering, in simple terms the Governing body’s purpose is to be accountable to the school’s external stakeholders for its overall performance and compliance with its legal obligations. Overall responsibility for this is delegated to the Head Teacher who is then accountable for their performance to the Board of Governors. The governors’ work closely with the Head Teacher and provide support and constructive challenge to ensure that the school operates as efficiently and effectively as possible.
Another key focus of the governors is to ensure that future changes to the external environment within which the school operates are identified as early as possible. Working with the Head Teacher, the governors will use their varied skills, experience, and contacts, to ensure that the school has a plan that will allow it to best adapt to these changes if, and when, they materialise. The level of change that impacts on the education sector (and SEND provision in particular) has increased significantly over the last few years and this is only expected to continue in the future which will need to be managed if Osborne is to continue to thrive.
Osborne School is a special place and has an excellent reputation within and without the local community. The governors understand that this reputation has been earned through the efforts and commitment of the people who work there. Our intention is, through our commitment and passion for the school, to play our part in ensuring that, going forward, this reputation is maintained and enhanced for the benefit of all who have an interest in the success of the school.

Meet the Team

Sonia White - Headteacher
Working at Osborne for the last 18 years as the Headteacher has been a real privilege and one that I am extremely proud of. The staff, Governors, parents and all other organisations work tirelessly to ensure that our pupils get the very best education and opportunities possibly. I have been a Governor at the school in my whole time as a Headteacher and I am still as passionate about special education and the school as I was when I first started.

Graeme Paterson - Chair of Governors
I am a finance professional with over 30 years' experience working for a commercial company in the aviation sector. My last role was Head of Finance for the Operations Division before, in 2020, i took the opportunity for early retirement.
Since retiring i have been volunteering in different roles and joined the Osborne governing board in February 2024. I really enjoy working with the rest of the tram and also very much appreciate the opportunity to engage with the wider Osborne school staff, students, and parents.
I am hoping my background and experience will help to ensure the school is well placed to build on the great work that has been done to develop the school over the last few years. I live in Chandlers Ford with my Wife and pet Spaniel and in my spare time enjoy playing golf and going for walks with our dog.

Geoff Meads - Vice-Chair of Governors
Although he has spent the past 25 years in scientific and executive positions for the Department of Health. Geoff began his career in social work five decades ago, helping to introduce personal reviews and care management for people with special needs in Hampshire. A Governor since 2021 he is delighted to be able to return to this area of need in Winchester, where he is an emeritus research professor at the local university. Geoff joined the Board’s leadership team in June 2024 and is currently its Vice Chair. He has overseen its corporate development, and looks forward to building on the school’s outstanding contributions to both its pupils and their parents, as opportunities for new partnerships and resources emerge.

Karen Andrews - Health & Safety
I have recently joined the governing body after being Chair of Governors at Oliver’s Battery Primary School in Winchester. I am hoping to bring my knowledge of governance to Osborne and I am really excited to work with the team. I currently work for Hampshire County Council as an Educational Visits Advisor, which means that I deal with schools on a daily basis, looking at visit planning and risk assessment. I live in Winchester with my husband and two teenage sons and in my spare time enjoy walking, music and spending time with family and friends.

Melissa Doughty-Scott
I am an Architect with over 20 years experience in the design and construction industry. Since joining HCC Property Services in 2013, my focus has been the delivery of education projects in the Primary and SEND sectors; where I enjoy working closely with the schools, governing bodies and children’s services. In my spare time I like to get outdoors with my family, travelling and visiting interesting cultural sites.

Sarah Holmes - Staff Governor
I have been a teacher for 15 years, initially working in mainstream Early Years and Key Stage 1. I initially worked with disabled young adults then with the elderly before becoming a registered childminder when my own children were young, then worked as a Learning Support Assistant, with some time in an SEN school then working predominantly with those requiring additional support in a mainstream setting. I joined Osborne School in 2018. I have been Head of Year 7, 8 & 9 and am now an Assistant Head.
When not working, I enjoy walking, cycling and reading and spending time with my granddaughters.

Bridget Amos - Safeguarding
In my early career I worked with children and families as a hospital social worker, later specialising in adoption and fostering.
Subsequently I lived abroad and took opportunities to support local charitable projects. Whilst living in Indonesia I helped to establish a micro-bank for women and volunteered for a variety of health and education projects.
I love horses and dogs and my garden.
I am honoured to be serving as a new governor and I hope I will be able to support the great work of the school. -

Catherine Biggs - Parent Governor
I am currently using my professional skills and experiences to help, support and make a positive impact to childhood health and education through patient and public involvement activities with national medical charities and trustee roles. Volunteering as a school governor at a mainstream primary school has ignited my interest in working with more schools as a Governor. I am excited about joining the governing board at Osborne because this will allow me to apply my skills to help challenge, support and shape the future direction of the school. Having only visited a couple of times, I already feel like Osborne is a special place, and I want to be able to support the school so that our children achieve the best of their ability, and especially have fun doing it in a caring and supportive environment. In my spare time I enjoy travelling, baking and eating out at nice restaurants with family and friends.

Suzanne Bailey - Parent Governor
I have 2 boys at school in Osborne.
They experienced difficult times in mainstream schools; now, Osborne is offering them understanding, consistency, and informed support, giving them a better opportunity to meet their educational potential.
As a result, with some of the free time I now have (!), I am keen to be able to give back to the school, to offer a parental perspective into the issues facing our education providers.
I have worked in Finance teams within the Adult Social Care sector for over 25 years, working closely with those who directly support people with learning disabilities and autism; so I hope I will be able to offer this further perspective, too.
I am passionate that all children are given the best opportunities in life, and I believe that Osborne truly delivers on this. I'm very excited to help be a small part of Osborne's future.
